I have to inform you that I have caused the sum of £260 to be advanced to Mr. E. L. Chapman, a clerk in the Colonial Secretary's office at Hong Kong, to enable him to procure return passage to that Colony; and I have to request you to cause that amount to be deducted from any salary that may become due to Mr. Chapman.
